When creating a new DES key for the ETM Web Portal application, if you
include the ampersand character (&) in the DES key string, you must type amp;
immediately after the & character, and then you can continue with the rest of
your DES key string.
.xml treats the & key as a special character, so if you do not use the HTML code to
denote it, the DES key cannot be properly read and you will not be able to access
the login screen of the WebETM application.
