In ETM® System v5.3 and v6.0.x and later, a new available user permission affords
administrators full visibility of all other users’ reports folders and full control
of the contents of those folders. For new installations, this permission is enabled
by default for only the default admin account. For upgrades from a previous
version that did not provide this permission, the permission is disabled by default
for all accounts and can be selected manually.

and Usage Manager User Guide, Releases 5.3 and 6.0, and associated online Help.
